As I recall it, a “cold war” is “everything but the fighting” with plenty of ordnance and lots of soldiers/sailors; and lots of “patriotism”… but without all that blood and negative press when people actually die. This is nearly the ideal global situation from the perspective of those who sell to armed services. (Ideal would include much expenditure of munitions and loss of equipment all of which needs to be replaced… but still without the casualties.)
