When the prior “leader of the free world” believes he knew more than his generals and military advisors and did not see it necessary to read his daily briefings, what would you expect? I would also point out that Trump unilaterally announced the withdrawal from Afghanistan effective May 1, 2021, but did not one damn thing to effect this—otherwise called a plan with implementation strategies. Biden, to his credit, realized this would not work and pushed the deadline back to a date he selected.
Bottom line, Trump owns it all up to January 21, 2021; but Biden owns it forward from then. Biden should have been informed of the harm Trump created within the military and developed a plan with that in mind, he seriously misunderstood the four year impact of Trumps arrogance.

Bush, Obama, Trump, Biden are all guilty of waging undeclared war via drones. Civilian casualties and military actions even within a nominal ally (Pakistan) are unconsciousable.
Drastic reduction in drone usage; a big positive if held to. Refusal to punish previous slaughters; a bigger negative. It’s just like Obama’s. “Look forward, not backward”. Without justice, it WILL happen again.
