I think this is a comment on the 2 Constitutional Amendment, and what happened after the 19th Amendment. The futility of trying to legislate away what people want. No matter the consequence. Any repeal or change to the 2nd will have to be supported by a large majority of the population. In other words, the majority of the population will have to stop their love affair with guns. It’s a long way off.
