In my favorite restaurants they can do that now, I pay with plastic and can add the tip. But I’m mostly paying with a debit card (we call it girocard) which is the most usual way to do it here. I don’t know whether it would also work with a credit card.
I can’t recall a time when I couldn’t add a tip, although I assume I’ve just forgotten.
Frankly, we shouldn’t be expected to tip at a counter like that. For that matter, restaurants should pay a decent wage and not expect tips. Restaurants say they would have to raise their prices, but the way things are now the actual price is there, it just isn’t printed.
