It looks to me as though Skippy is hoping to mooch a donut or cookie from the other kid. After the kid falls into the tar, Skippy’s interest, like the donuts, disappears.
From what I can tell, the “friend” has a bag of penny candy, and Skippy is willing to overlook their differences for a piece or two. However, once the mishap of falling into a vat of tar occurs, and the candy is no more, Skippy is no longer interested in ending the feud.
