There were several countries that had turned fascist at that time or were about to with Italy leading the way. Hitler learned from Mussolini and such violence could be a harbinger of more Right Wing extremism with its violent rhetoric fueling those who would do violence. And the threats of Left Wing extremism too as war and revolution was in the air. And maybe just guideless mayhem by people who just could with the right tools (fast firing guns) to cause more death than before.
