My state used to have a helmet law for motorcyclists. It was removed and the death toll doubled. I have a term I use for motorcycle riders without a helmet, I picked it up from the people in a nearby hospital emergency room: Organ Donors

Speed limits are pretty much exactly the same as confiscation of all cars.
