The way government bureaucracies work. They have workers who just take tax money just to pass you on to another dept until you get to were you wanting to go.
I feel bad for kids with stands as there is so little foot traffic nowadays. I will stop the car and get a lemonade to help them out. The other problem is cops arresting kids with stands. Nothing better to do, I guess.
