Well, I guess she’s supposed to be a ditz-brain. But what a weird question. And what’s she typing? Does the admittance form in Chipper’s office have a cat section? With a check box: “FERAL: Y/N”?
All but one of our cats has come off the street. Most of them were kittens, so there wasn’t a lot of socialization to do, but we have one, and had another, that had lived on the streets for years before we took them in. We’re working on getting two more inside, including one that’s the mother of the current adult feral & the grandmother of two of the feral kittens. “Zara”, the adult feral, has adapted so well you’d never guess she’d been on the streets.

I vividly remember the chaos that ensued when we brought a feral cat to our vet’s. Clearly the assistants didn’t know what “feral” meant!
