Well, seeing they’re from the late 1920s, I’d posit that they’re rumrunners, but then I have to recall that this is the UK, which unlike America at the time, didn’t have a Prohibition.
They have quite a bit of magic to set that place up, dispose of and grab more from time so it is extensive set up by experts.
