Since they were easily spotted since no one else paid the dues, and when they “came out of the cold”, there was insufficient funds to stay in business.

Personally, I liked the Canadian way better. Anyone can get on the ballot, just pay your filing fee and you are on. Get 5% of thee vote and it is refunded. The communists there split into five separate parties, all claiming to be the one true Communist Party and none have ever had their filing fee refunded. Meanwhile, they help pay for the elections they would prbably abolish if elected.
