Of the belts you can actually follow, all are going the same directions as the arrows indicate. I doubt if that’s what was intended, however this was drawn by a cartoonist, not an engineer. On the other hand some belts transform from one belt on one end to two (or disappear into the pulleys). Definitely not an engineer.
