The Geneva Conventions mandated full metal jacket bullets to make them LESS lethal, so wounded would have to be evacuated from the battle zone, tying up more resources. The lethality of newer weapons systems allows those who would abandon their wounded, to skate. Just an aside on “brutality”.
The ban on torture goes to “do unto others”. It didn’t mean “before they can do it to you”.

hey, killing innocent bystanders is much more PC than extracting information from bad guys.
