As long as there is repression, wether from Assad, Burmese generals, or Kiev versus ethnic Russians in Ukraine, or “noble democracies” (seeking hegemony), when one rebel group is gone, another will rise. And, btw, they aren’t necessarily, or even often, looking to have “democracy”.
