Yes, I suspect with the US media hype & misinformation of Ebola, it would surprise me if the TSA weren’t secretly screening incoming African leaders and their retinues for fevers. Afterall, Africa is a country no-one trusts.But with regards to the gang represented in the cartoon, I suggest their electorates, those that have them, screen them after the summit, too.
Meanwhile the next African land-grab race is on. China is way ahead this time, thanks to a few of those in the cartoon and others like them. The winners will be some African leaders, their families and cronies, the rest of the world and hardly anyone else; African peoples will continue to mostly go without.

Only if you’re human. There’s an Ebola strain which affects monkeys that IS transmittable through the air.
