Well, heartless as it may be, feeding homeless dogs every day is going to be the closest thing they have to a home. They are going to increase in number and hang around. They could even attack you when you show up with the bag. So, yeah leave the bag on the ground, sort it out so they don’t scatter trash around, but call the pound when it gets out of hand. It will make it easy for them to find them. That could possibly get them adopted- but granted it could also possibly get them dead.
