As I recall, the area of Disney World extends well beyond the developed area. They wanted Disney World to stand out when it was built, learning from mistakes made with Disney Land:1- First floor of Disney World is service area only, no visitors so workers from one area didn’t have to walk through another thus spoiling the effects.2- To stand out.
