Not really. Originally yes, but it knew its reserves would eventually run out and it decided to diversify. Currently oil represents something like 5% of its revenue.
Im watching the Discovery Channel, and it is doing a documentary about Dubai, The impossible City. The progress and inovation of this city is awesome. Im surprised we havnt heard about in abundance. This city has loads of new ideas.
Check this site out about the 300 man made islands they are currently working on, and will soon be working on a layout of the milkyway in islands to expand living quarters, dredging sand from its current location to form islands.

This city is building with eco friendly energy and using resources already in place. Eyes on this for future buildings, Dubai is taking leaps and bounds in progress.
Though there is huge progress going on there, it will eventually crumble also, same as every other man made buildings.

I wouldn’t call building an indoor ski slope as “eco friendly” nor unnecessary islands out in its bays. But yes, amazing.
I was thinking that those islands could be used for private use and big income to pay off some of that massive building and expanding residences there in Dubai since the population increase is currently as much as 25,000 new residents a month and land is becoming scarce on beach front property. Some of the buildings there are fully functioning with windmill power to run energy. Also solar technology. It does appear to be a load of overspending, but with the massive amount of new residents moving to that location, demands could have prompted that indoor skiing slope, and I hear they are planning to build a larger one soon.
