For the most part the ambitious ones have been intigrated in to everyday society. … I think your toon has to do with the expense of upgrading the old Eastern Block(Bulgeria, Romania ect) while trying to get rid of the “Old Boys” who’ve simply put on a different hat and marched on. The PC speak is “corruption” but reality is otherwise.
