For the same reason I know she’s wearing a push-up bra – I’m a girl! There’s no leg separation in her lower garment, therefore no slacks. What we see is too long for Lila’s usual miniskirts, and we’ve never seen her in hot pants. Also, the same rules apply for hot pants as for slacks – no leg separation.
Second point – both Lila and Drew are dressed up a bit. Maybe not in YOUR church, but most women I know dress up for church or Temple. You want to look good in front of God (although I wish both girls would wear different earrings on occasion). If going to church/Temple ISN’T a reason to wear something nice, what is?

It is nice to see both girls wearing below-the-knee skirts. Their usual miniskirts would not be appropriate.
