It’s “Let HIM who is without…”. You say “Let me or him or her or them…”. You wouldn’t say “Let I…”. And if you think the Bible says “he”, you can look it up. John 8:7. You’ll find the usual form is shortened. The “Let he…” version is a common mistake that linguists call ‘hypercorrection’.
