It was a republican plan in the first place, and then the Dems kept adopting changes the Republicans wanted (the congress staffers having to be on the exchange, is one) in the hopes that they would gain some Republican support. So the plan is more Republican then Democrat in nature but they all voted against it anyway because…Obama.
