Nothing stopping him from having a pet in his own apartment unless the landlord has a no pets rule. He probably wants Momma to get a pet so she will have the responsibility of feeding it and caring for it and he will get to see it when he visits. He couldn’t have a pet anyway, it would starve because he is so irresponsible.

I think he does live with her – his older brother is married and moved out. I’m not sure where their young sister lives….?

Not so, Momma is always going over to his very messy house [apartment?] and remarking about the state of it or him.
