Yes,, the first responders were doing what they’re trained to do, and yes it can be dangerous. I worked with these folks for over 35 years, so thanks, Steve, for recognizing the facts of those “public servants”.
On the other issue brought up, ask the British about their actions in the Palestinian territories after WW One what terrorist group created the tactic of setting a second bomb to blow up the people helping the initially injured, or who booby trapped British soldiers they’d hung from trees.
