it’s for your own protection. the regulation is there to prevent unauthorized people from accessing your mail. let’s say you’re going through a divorce and you are expecting important papers from your attorney….then you find out that your soon to be ex has gone into the post office and asked for and was given the mail across the counter (how is the employee to know of the impending split?) or how about people who send their kid into the post office to get the mail , gets it handed across the counter and the kid intercepts a piece of mail from his school meant for his parents or maybe the kid loses the mail or something and then the post office is held accountable.. to avoid any such potential legal entanglements , this rule is in placeI mean, for real

It reads HANDLING the mail not handing…
