Not having an Elements of Style handy, I would say at “Years’” stands for belonging to plural years while “Year’s” refers to one year.I may be wrong, but not in 2010 yet.

There shouldn’t be an S at all. It is a resolution for the New Year, ergo, New year resolution.

It’s possessive, and the resolutions are for only one year (2010), so it has to be “New Year’s resolutions”.
