    @NOMRON,
    In Japan they don’t have enough energy to heat the entire apartment so they have electric toilet seat heaters. BTW, in Japan things have to be able to run on either 50 or 60 Hz because south and west Japan is 60 Hz and north and east Japan including Tokyo is 50 Hz. This is a legacy of Japan being divided between American and European invaders in the late 19th and early 20th centuries.
