    Hey, I know the first and last names of neighbors on one side, first names of the ones on the other side, and the one across the street. And one down the street, but they moved out.

    This comic has a deeper meaning. Dean represents the American government. The neighbor represents small business. The comic is about the absolute failure of the government to accept, acknowledge and promote small business.
