I spent most of my working life (some 38 years) as an employee of a direct governmental contractor for NASA and the DOD (we manufactured some 95% of all the major rocket engines built in the free world and the US). And believe me, our cubical computer systems were so designed that it would be very difficult to just surf the internet at all, and almost impossible to hide from our bosses!
Admittedly, I never worked directly for the government itself, but knowing the kind of control and secrecy levels those workers must have been held to, I have no problem thinking that they would have even more problems just surfing the net.
And speaking of governmental efficiency. Did you know that the social security administration costs for administering those very important funds (at least to we elderly in any case) is only about 0.5% of the total collected funds. And from personal experience they handle their elderly customers very very well with even that low an overhead cost. Whereas pure private retirement funds charge at least 5% (some 10 times as much) in administrative costs??
