This is amateur radio, aka ham radio. This is completely different from CB.

Translations:
CQ – general call
Boost your gain – increase transmit power
Alligator got me – repeater timed out while still talking
DXpedition – trip to rare country (with very few or no hams) with radios and antennas so others can make a new DX (long distance) contact
Rubber duck – an antenna, usually on a handheld radio
Bent rubber duck – broken antenna, or could be a personal problem
88 to my xyl – Hugs and kisses to my wife…although not clear why he’s saying that to someone else!
