    As has been pointed out to you, 2000 was all while Trump was still in office. The 2021 budget was driven by the need to repair America from Trump’s disastrous mismanagement. The Pandemic does not excuse Trump’s poor economic management. He may not have been the cause of the pandemic, but he was definitely the reason it was as bad as it was. His complete narcissistic incompetence caused more Americans to die than died in both world wars COMBINED! Biden rescued us from Trump’s recession. That took good management, as well as expenditures to get America back on its feet.
