    These days every government agency has its own SWAT team. Even the Dept of Education has one. Why in the #$%^ does the Dept of Education have a SWAT team?

    Not true, it is for show, sort of a ritualized violence. I lived in Seoul Korea for 3 years, Riots are a regular event with about 70,000 Molotov cocktails. I got caught up in a riot near the entrance to the college I worked at. Not sure what the fluid was but it flashed and was gone fast. I suppose the Hungarians used something else against tanks in the 50s.
