Homages/Parody are clearly under the “fair use” doctrine, as is “Fan Fic”, of which there are 100s of sites on the ’net doing that. Remember, Staton/Curtis started their “Dick Tracy” careers as makers of “fan fiction”.

Of the many, many media properties out there, Star Trek has a LONG history of accepting “fan fiction” as a way of life. Paramount even encouraged fans to send their treatments to the story editors of ST: TNG for possible usage! Paramount probably considers such things as “free advertising” and thus doesn’t feel the need to shut them down.
