You are assuming that Goatsucker will eat as many as she can possibly consume, rather than just fulfilling her immediate hunger needs. She needs to be fast. Being overweight or bloated would impair her performance.

She’s the one that discovered the first rat(s), and at the time, she thought they were worth devouring. Plus, it must have been a very long time since she’s eaten well. She had to have eaten several before realizing something was wrong. But it does illustrate that the Piper has little to no effect on her – being surrounded by a mass of rats (or goats) could be her equivalent to hearing her mother singing lullabies.
