    In my foreign language dictionary, it’s an American or Australian word for holding someone’s against your body and rubbing it with your fist… or I don’t give damn…
    Still doesn’t explain the cartoon though.

    Giving someone a “noogie”, to my knowledge, has always been when you take the knuckles on your hand and rub briskly on top of someone’s head. The heat produced causes a bit of a burning sensation. Another use of the word would be to get hit in the “noogies”; aka crotch. Stll doesn’t explain the comic.

    Oh how I wish I’d said all that… You’ve explained the meaning so succinctly… better than any other comment on this page… Are you American or Australian perhaps?

    No, I’ve never encountered the phrase.

    Doesn’t appear in any English dictionary I have… Is it some foreign language?

    @A Common 'tater

    Try the Urban Dictionary since it’s a slang phrase. Basically it means “I don’t care…” as in the phrase “The food tastes bad? Tough noogies.”

    Same as Tough Toenails, from the show M*A*S*H, or
    Tough ti++ie$ said the kitty when the well went dry. My apologies for the above, if you don’t like it, Tough Noogies. (kidding, of course)

    Thank you…..I just didn’t see it….then, as soon as I read your comment it hit me. How could I have missed that??? I’ve heard and used that phrase many times.

    I missed the third definition that ‘statwoman’ brought to my attention. Tough noogies can mean….“Too bad…sorry…you’ll just to have to deal with it!”
