   Mason appears to be caricature of someone we would have recognized in 1948.

   To me the driver resembles The Asp, Daddy Warbucks driver and sidekick. Mason resembles some crooked politician in NYC, I can’t remember his name. Al Capp often parodied well known real life characters.

   I think the driver is simply someone supposed to look like the English actor James Mason. Capp was usually pretty direct about who he was parodying.
