    Yes, as conditions improve, increase the tax base and pay down the deficit. The deficit was on the way to being payed off when Bush II decreased the revenue increasing the deficit. Then the deficit was increased more to avert a depression and left us with a great recession.
    And the pay down can be contributed to the Republicans and the Democrats during the ’90’s
