    Usually it is vandalism but sometimes it is art.

    Several times, merchants have paid skilled taggers to put a mural on their windowless walls. Most of those times the authorities have come around threatening the merchants with fines or prison if they don’t paint over them immediately. Nothing worse than an ignorant critic with a badge.

    A mural in sinc with the neighborhood usually prevents vandal graffiti – at least on that wall.

    Sweden had a wall that anyone could paint. It was of a material that could be cleaned easily every week. Freedom of expression should be encouraged, not criminalized.
