    read panel 4 again CAREFULLY….None of the other cats are allowed to go outside. No mention of Satchel not being allowed INSIDE though……

    I did read it carefully. If the cats were in that house they could have had many meetings in the last two years, couldn’t they?

    Satchel obviously visited the other cats individually.
    Codex clearly was out recently but appeared to be lost, so I guess he only made contact with Bucky.

    I guess our dear Satchel goes around visiting the shut-ins.
    Finally, Codex can have a meeting, even if he only has one attendee now…Bucky, who’s not suppose to leave the apartment. I smell trouble.
