   A license is the legal contract for the civil union recognized by the government and courts. It is not needed for the religious ceremony recognized by the various faiths. The United States is one of the few countries which allows combining these under one officiate (civil or clergy). You are married under law as soon as everyone signs the license regardless of any ceremony.
