Some historical figure determined that he knew what art should be. He called other art “degenerate art”. Google it.
As to my comment yesterday. I could rephrase it and say – Should art always be representative?

If that is what it takes to be a modern artist, me and my kids could do a bang up job of it. I went to an art museum once with my husband and I was really astonished to find a pencil “art” hung on the wall. All it was, was a straight line on the paper. Personally, I like art that shows something, whether it be a still life, a scene, or a portrait. Paint splotched across a canvas doesn’t mean a thing to me and I wouldn’t waste my time looking at it.

Art is not only what you make of it, but what others do too.
