Ralph seems to have a knack for jobs where he can be mean to people. Like the time he was working at the returns counter at some other department store.

Yes, “fewer” would be grammatically correct, but “less” is the word — in my experience — most often used in express lane signage at grocery stores and such. Though the language may be irritating to language purists, I think the artist was going for a grocery store vibe when he composed this strip.
