I understood “the tube sock of inventors” as a perfect expression of mediocrity – not useless, but not remarkably valuable. Also, you can probably pick up Dilberts in six-packs at Walmart…

It’s ambiguous. For all we know Dogbert could as well think that Dilbert is gifted, while having some reasons for not wanting Dilbert to know he really sees him as ingenuous. The joke, then, is on us, who believe we got to decipher Dogbert’s comment. Tube socks are ambiguous.
