    They make 5 to 10 times what the average taxpayer makes. Does that mean that there 5 to 10 times more likely to be a criminal?

    One of your dumber editorialists. Cut their pay in inverse proportion to their increased spending of tax revenues (i.e., the more of your money they spend, the less they’re paid).

    I think in ‘Utopia’ (by Thomas More,) the leaders and civil servants were well taken care of, but they weren’t allowed to accumulate wealth while in office, accept gifts, or conduct their own business. Basically they were put under a microscope – not allowed to have ANYTHING but what Utopia provided for them. Any kickbacks would be noticed immediately.

    Doesn’t sound like a bad place to start, but clever critters would find a way of getting the bribes paid to friends or accomplices.

    A Turkish sultan found the solution centuries ago. Any official found taking bribes or other grossly illegal acts was skined alive and their skin was used to cover the chair their successor would be using. The incentive to be just, honest & law-abiding was enormous.
    I think it would work well in this country…
