I have it on good authority that that is Winnie Winkle.

    Good morning, all!
Silver is good at telling lies, Opal City, indeed! Lying through his teeth, or should I say hyena`s teeth?

Doing a search for Winnie Winkle. I found this video on YouTube. It’s titled “Trees To Tribune.” (1931) It spotlights several of the artists of popular comic strips. Unfortunately, Chester Gould is not shown. Because Dick Tracy did not appear until Oct., 1931. I don’t know how to post links. So you will have to cut and paste it.

Opal City is home to DC Comics’s STARMAN, who as it happens is also a nostalgia buff. Perhaps Nitrate really did do business there.
