It is quite amusing how the left searched for a nearest republican to blame the Katrina failures on, and they couldn’t find anything closer than the president of the US.
FEMA was not and is not the first responder …

No, under the Republicans, FEMA was the last responder, if they responded at all – thank God for the TV coverage or they would have never known what was happening – do have to wonder what Maine did with all of that ice they sent them.

FEMA started sending supplies and personel even before the storm hit.
I don’t know how things work in Canada, but in the US there is a clear order of things called the National Response Plan. In it, disaster response and planning is primarily a local gov’t. responsibility. When the local gov’t exhausts it’s resources, it requests specific aid at the County level. This proceeds in likewise fashion from the County to the State, and then finally to the Federal level as additional resource needs are identified.
Bush declared a State of Emergency 2 days before landfall, officially setting FEMA into action. He urged Louisiana Governor Blanco (D) to order a mandatory evacuation the day before the Katrina hit. She declined. Mayor Nagan (D) sat on his hands and did nothing.
As you’re in Canada, you have a built in excuse for not knowing how things work in the US. (I’m only kidding. We all know da mn well why you think what you do.) US citizens have no such excuse.

PS: Can you imagine if Bush had said, as Obama recently has, that “He wished he had a magic wand” to help the people in NO?. Think of all the wonderful cartoons of Bush with a magic wand we would have enjoyed! Instead, hardly anyone knows Obama said this. Go figure.
