Richard Thompson's Cul de Sac, is a comic strip about the life of a pre-school girl named Alice Otterloop. It is a light-hearted comic strip centered around a four-year old girl and her suburban life experiences on a cul-de-sac with her friends Beni and Dill, older brother Petey and her classmates at Blisshaven Academy pre-school. Alice describes her father's car as a "Honda-Tonka Cuisinart" and talks to the class guinea pig, Mr. Danders. She has the typical older brother who plays jokes on her, and she contemplates ways to keep the scary clown from jumping out of the jack-in-the-box with friends.

I’m getting flashbacks to Calvin trying to make it snow, invoking snow demons or whatever it took.
Come to think of it, I’m pretty sure that Calvin and Hobbes creator Bill Watterson wrote that he liked Cul de Sac.

That’s because it’s all uppercase; R.T. usually uses mixed case.
Now, the all-caps makes sense for Alice, as she is shouting to the cloud, but not for Petey since Alice is right next to him.

Hey Strod, Caps just means that one is shouting (as you yourself mentioned). So, it is appropriate for Petey as well, as he has to shout to get the attention of Alice who is shouting herself. Also, it is a way of saying that Petey himself is annoyed :)

The scary thing is: still no snow and the strip must be drawn well ahead of time. Not a comment on climate change, of course. Just an observation.
