Usually I come down on the side of kids in comics, not being real life and all that, however if I were the parent, Joe would receive some attention for ratting out his sister, no one likes a little tattletale. He would be so concerned about not being a snitch that he would not think to be so impolite as shown in panel 4.
Of course that is the joke, he is ratting her out for being impolite, trumping it with that of his own.
