Comic Minister: Why not, there are schoolyard dogs, Snoopy was responsible for assigning them for a term. There are far more feral cats than stray dogs, so it is only reasonable.

I think it is more of a hatred of cats than a fear. He reacted thusly because he was caught by surprise.
I love the way he is drawn: bug-eyed, hair straight out and spikey, mouth in a scream, knocked off balance.
