Let’s see, actual bills have to be approved in committees determined by the “Speaker” before they go to the House, where the “speaker” controls things further, then the “sprinter” er, “speaker” does what’s best for the country and rushes the bill through so the Senate can act- like idiots in the “minority” further holding things up with the threat of “filibuster”. Punt!

I say that it isn’t a “bill” because it hasn’t even seen presented to the congress, so until then, it’s merely the president’s recommendation.
